On the afternoon of January 9, 2026, Ho Chi Minh City University of Law (ULAW) solemnly held the Signing Ceremony of the Memorandum of Understanding (MOU) with Trường Thành Media Joint Stock Company. The event marked a new milestone in the cooperative relationship between a leading institution for legal education and research and an enterprise specializing in communications, education, and intellectual property, with the shared objective of strengthening the linkage between training, scientific research, and socio-economic development practice.
The ceremony was attended by Dr. Lê Trường Sơn, Deputy Secretary of the Party Committee and Rector of Ho Chi Minh City University of Law; Dr. Lê Thị Thúy Hương, Head of the Department of Science, Technology and Development Cooperation; Dr. Đinh Thị Chiến, Officer-in-Charge of the Legal Consultancy and Community Service Center; Mr. Nguyễn Thành An, Head of the Department of Communications and Enterprise Relation; Dr. Võ Nguyên Hoàng Phúc, Acting Director of the Institute of Intellectual Property, Entrepreneurship and Innovation; Dr. Nguyễn Văn Tiến, Vice Dean of the Faculty of Civil Law; Assoc. In his address at the ceremony, Dr. Lê Trường Sơn, Rector of Ho Chi Minh City University of Law, emphasized that the signing of the Memorandum of Understanding took place against the backdrop of profound global and national transformations driven by globalization, the Fourth Industrial Revolution, and the rapid development of science and technology, digital transformation, artificial intelligence, digital assets, and innovation. These dynamics not only reshape socio-economic development models but also impose new requirements on higher education systems, particularly regarding the role of universities in generating and disseminating knowledge in service of sustainable development.

Within this context, Viet Nam is undergoing a strong transformation of its growth model toward one grounded in knowledge, technology, and innovation, regarded as key drivers for enhancing labor productivity, national competitiveness, and growth quality. Numerous major policies and orientations of the Party and the State have been promulgated, creating an important institutional framework for this transformation and assigning a renewed mission to higher education institutions. According to Dr. Lê Trường Sơn, universities are expected not only to train human resources but also to become centers of research, innovation, and knowledge and technology transfer, proactively accompanying enterprises and society.
With a history spanning 50 years of formation and development, Ho Chi Minh City University of Law has affirmed its position as a prestigious center for legal education and research, providing legal human resources at all levels—from undergraduate to postgraduate—and actively contributing to the development and improvement of the national legal system. In the context of the rapidly expanding knowledge-based economy, the University has identified intellectual property and innovation as priority areas closely aligned with its mission of transforming legal knowledge into practical value for socio-economic development. The signing of the Memorandum of Understanding with Trường Thành Media Joint Stock Company therefore carries significant practical meaning, clearly reflecting the University’s strategic orientation toward strengthening university–enterprise cooperation on the basis of knowledge, law, and practice.
From the perspective of state management, Dr. Trần Nam Tú, Deputy Director General of the Department of Science, Technology and Information (Ministry of Education and Training), assessed the signing ceremony as the outcome of a serious and well-prepared process rooted in practical demands for implementing major policies on science and technology development, innovation, and higher education. He stressed that an MOU should not be merely symbolic but must be realized through concrete, effective, and impactful activities. From the standpoint of intellectual property management, Dr. Nguyễn Thị Hoàng Hạnh, Director of the Center for Research, Training and Consultancy Support (Intellectual Property Office of Viet Nam), noted that the signing ceremony held special significance as the two entities—long-standing partners of the Intellectual Property Office—formally established direct cooperation. She highlighted that Ho Chi Minh City University of Law is a leading institution in legal education and research with substantial contributions to intellectual property policy-making, while Trường Thành Media Joint Stock Company has pioneered communication, education, and social awareness-raising activities in this field. As the state authority in charge of intellectual property, the Intellectual Property Office of Viet Nam committed to continuing its professional and resource support to ensure the effective implementation of cooperative activities, aiming for tangible outcomes from the initial stages.

In the coming period, the enterprise will focus its resources on improving digital learning infrastructure and content to promote intellectual property education, particularly in major economic and educational hubs such as Ho Chi Minh City.

According to Mr. Trịnh Văn Sơn, one of the current bottlenecks in intellectual property management in Viet Nam lies in the commercialization of scientific research results. Drawing on years of practical research, Trường Thành Media Joint Stock Company is developing solutions to connect research outputs and inventions with the business community and startup ecosystems within universities. The application of artificial intelligence is identified as a supportive tool for shaping feasible projects from inventions, thereby linking them with students interested in entrepreneurship, with the participation and support of experts and managers.
In addition, the enterprise plans to implement communication activities aimed at disseminating the value of scientific research, innovation, and entrepreneurship, thereby creating favorable conditions for educational institutions, scientists, and enterprises to jointly participate in the innovation value chain. At the ceremony, Mr. Trịnh Văn Sơn committed that Trường Thành Media Joint Stock Company would devote its highest level of attention and resources to cooperation with Ho Chi Minh City University of Law, with the expectation of promptly translating the signed commitments into practice and achieving concrete, sustainable outcomes.
At the program, the leaders of both parties proceeded to sign the Memorandum of Understanding with the objective of comprehensive cooperation, leveraging strengths in legal training, consultancy, and communications to implement highly applicable training and consultancy programs, particularly in the fields of intellectual property, artificial intelligence, digital assets, startup law, and innovation, thereby contributing to the development of business and innovation ecosystems.

Regarding the scope of cooperation, the two parties will jointly develop activities in their respective areas of strength, especially in intellectual property, artificial intelligence, digital assets, entrepreneurship, and innovation, including programs such as: short-term training courses (both free-of-charge and fee-based); consultancy activities focusing on intellectual property, artificial intelligence, and digital assets; co-organization of seminars, workshops, thematic reports, and events; business connectivity and ecosystem development; cooperation in training, research, and enterprise support through expert networks and reputable domestic and international organizations; and coordinated communication for flagship events and projects to disseminate community values.
