Strengthening ULAW’s Position as a Leading Think Tank for Institutional and Policy Development

Beyond its established role as a key institution for legal education, ULAW continues to strengthen its position as a strategic adviser, providing expert policy analysis and independent assessment to the administration of Ho Chi Minh City, a special-class municipality.

The University’s reputation is reinforced by substantive contributions, notably recognised through a Certificate of Merit from the Chairman of the Ho Chi Minh City People’s Committee for its contribution to the development of the Law on Urban Development, No. 18/2026/QH16.

Bringing Real-World Challenges into Academic Practice

ULAW’s experts, lecturers and researchers have opportunities to contribute directly to addressing the City’s complex legal challenges. These range from resolving legal obstacles affecting stalled projects involving public-private partnerships (PPPs), land and public investment to supporting international dispute prevention and administrative litigation.

The dynamic realities of urban governance in Ho Chi Minh City provide a rich foundation for applied research and scholarly publications with both academic merit and practical relevance.

Mr. Trần Văn Bảy, Member of the Ho Chi Minh City Party Committee and Vice Chairman of the City’s People’s Committee, and Dr. Lê Trường Sơn, Secretary of the University’s Party Committee and Rector of Ho Chi Minh City University of Law, conduct the signing ceremony on behalf of their respective institutions

Connecting Legal Theory with Practice to Enrich the Student Experience

ULAW students benefit from curricula and teaching materials informed by the latest legal developments and the practical implementation of laws in Ho Chi Minh City.

They learn from lecturers who directly contribute to policy advisory work for the City’s People’s Committee.

The partnership also opens up opportunities for internships, research and career development within the City’s departments, agencies and judicial bodies.
